Brescia Infrastrutture is a company with a single shareholder and subject to the management and coordination activities of the Municipality of Brescia. It has been entrusted not only with the real estate assets but also with the infrastructure assets, including the Brescia Light Metro and structured parking facilities.
Our solution
To provide support services in public procurement and assistance in drafting tender documentation for goods, services, and works, both above and below the EU threshold, as well as the necessary training to enhance the know-how and skills of the procurement office.
The results achieved
The areas of activity include:
- General support regarding the Public Procurement Code, interpretation, and clarifications, including drafting ad hoc opinions.
- Preparation and/or support in the management of open procedures and tenders above the EU threshold by drafting and/or reviewing notices and tender notices, preparation and/or control of communications related to awards, verification of requirements, anomalies.
- Support in the management of open procedures and tenders below the EU threshold, review of invitation letters, tender specifications, and all documentation related to them, as well as possible analysis regarding awarding, verification of requirements, anomalies, and/or declarations in the UE Declaration of Conformity.
- Support in the management of procedures provided by the Legal Compliance Protocol, the Large Works Monitoring Protocol, and subcontracting.
- Support in drafting procurement contracts.
- Operational support and training in the field of works, supplies, and services contracts pursuant to Legislative Decree 50/2016 and subsequent amendments, provisions of the ANAC Guidelines, current administrative case law.
- Support regarding issues related to new in-house assignments from the Shareholder, Municipality of Brescia.
- Specialized training on GPP and sustainability; innovation procurement; dynamic purchasing system; e-procurement tools and procedures.
