The results achieved

The activities carried out were:

• preparation of an operational vademecum for supplies and services tenders below the Community threshold
• drafting of the check list of publications and the controls to be carried out and how to carry them out. Should have happened the case in which the vademecum was, in whole or in part, already drawn up by the Single Contracting Station Management, an integration of the same would occur, also with a part relating to the “above threshold” tenders and the tenders for work;
• vademecum on the green economy in public tenders: what are the C.A.M. (minimum environmental criteria); when and how they apply, how they verify compliance, what are the most widespread environmental certifications and their content;
• drafting of fac-simile/template of acts (executive decision of call for tender below threshold, specific conditions of service/provision, RUP (Solely Responsible Project Manager) report, method of calculation of labor costs, model contract for awards outside the electronic market MEPA);
• support for the analysis and resolution of problems common to the various Directorates in the field of supplies and services procurement;
• accompanying users to the use of vademecum
